Constitution

Each Governor must pay an $90 buy-in before each subsequent rookie draft season. The payment deadline is the day of the rookie draft. Any Governor who has not paid by the time the rookie draft begins will forfeit their draft picks until payment is received. Of the $90, $85 goes toward the prize pool and $5 goes toward the TOBBAL Championship Ring fund. The buy-in amount is set at $90 for the inaugural season. It may be raised in future seasons by a majority league vote. As the league grows and the stakes rise, Governors are encouraged to raise the buy-in accordingly. Any change to the buy-in must be agreed upon before the start of the new league year.

TOBBAL is governed by all 12 Colony owners through a democratic voting system. Every major decision requires participation and votes from all 12 Governors.

A President and Vice President are elected annually. Their role is strictly operational: managing league logistics, organizing the rookie draft, and enforcing the Constitution. The President and Vice President have no special voting power and are subject to the same rules as all other Governors.

Monkey Matt serves as the permanent Treasurer of TOBBAL, managing all league finances, buy-ins, and prize distribution.

Leaving TOBBAL is not something that is taken lightly. This is a dynasty league built on long-term commitment. Any Governor who quits or becomes inactive will be removed from the league at the conclusion of the season as outlined in Section 1.4. There are no exceptions and no negotiations. When a Governor leaves, they are required to pay a $250 departure fine. This is non-negotiable and will be enforced. Of that $250, the first priority is to cover the incoming replacement Governor's $90 buy-in so that the league is never short funded. The rest of the money will be split equally among the remaining league members. The departing Governor's roster will be managed by the President and Vice President until a suitable replacement is found. Do not join this league if you are not prepared to commit to it long term.

When a replacement is needed, the President and Vice President are responsible for nominating the new Governor. Once a candidate is nominated, the league must vote. A minimum of 7 out of 12 league members must vote in favor for the replacement Governor to be officially added to the league. The replacement Governor inherits the roster of the previous Governor as-is, including all draft picks owed and owned.

TOBBAL operates as a single league with no divisions. All 12 Colonies compete in one unified standings table based on regular season record. There are no conferences, no division winners, and no divisional advantages. Every Colony is measured the same way: by wins, losses, and total points scored. The top six Colonies by record at the end of the regular season qualify for the playoffs. In the event of tied records, total points scored serves as the tiebreaker.

The waiver wire in TOBBAL operates on a reverse standings order system. The Colony with the worst record in the league has the first waiver priority and the Colony with the best record has the last. This ensures that struggling Colonies have the best access to available players, helping to keep the league competitive. Waiver priority resets weekly based on current standings. With 18 bench spots and a deep roster, the waiver wire will rarely come into play, but when it does this system governs who has priority.

All major league decisions require votes from all 12 Colony owners. Any Governor can call for a vote on any matter they wish: rule changes, scoring adjustments, personnel decisions, trade veto overturns, and constitutional amendments. The President and Vice President are responsible for organizing and administering the voting process to ensure orderly procedures and prevent spam voting. However, the President and Vice President have no control over voting outcomes beyond their own individual vote. They serve as facilitators only, not decision-makers. A simple majority of 7 out of 12 votes is required to pass any proposal. Six votes is a tie and the proposal does not pass under any circumstances.

All governance decisions and voting results are communicated openly with the league. Every Governor has the right to know how decisions are made and how votes are cast.

Every Governor in TOBBAL has the right to appeal any governance decision or disciplinary action. If a Governor disagrees with a decision made by the President/VP or resulting from league votes, they may formally appeal to the league. All 12 Governors vote on the appeal. A majority vote (7 out of 12) is required to overturn the original decision. The decision of the league is final and cannot be appealed again.

No Governor can be removed from TOBBAL under any circumstances unless 10 out of 12 Colony owners vote to remove them. This ensures every Governor has complete security and tenure in the league. A Governor cannot be kicked out, suspended, or removed without an overwhelming supermajority vote. This protects every Governor and ensures TOBBAL is a safe, secure league where your spot is guaranteed unless the vast majority of the league agrees otherwise.

Each Governor must field the following starting lineup each week:

• 1 Quarterback (QB)
• 2 Running Backs (RB)
• 2 Wide Receivers (WR)
• 1 Tight End (TE)
• 3 Flex (RB/WR/TE only)
• 1 Superflex (QB/RB/WR/TE)

Kickers and Team Defenses are not used in TOBBAL.

Each Governor's full roster consists of:

• 18 Bench spots
• 4 Taxi Squad spots
• 4 IR slots

Governors may place rookies on the Taxi Squad at any time throughout the season. Rookies can be freely moved up and down between the Taxi Squad and the main roster with no restrictions or lock dates. The Taxi Squad is exclusively for rookie-year Soldiers only. Soldiers in their second year or beyond are not eligible for the Taxi Squad and must occupy bench or active roster spots.

Each Governor is allotted 4 IR slots on their roster. A Soldier is eligible for the IR slot if they are officially listed as Out for one or more games. Placing injured Soldiers on IR frees up active roster space and ensures that injuries are less detrimental to a Colony's competitive standing.

A Soldier must be removed from the IR slot as soon as they are no longer listed as Out. Governors are responsible for monitoring their IR-designated Soldiers and making roster adjustments accordingly. Failure to activate a Soldier who is no longer eligible for IR may be subject to league review.

Tanking in TOBBAL is defined as one thing: benching your best Soldiers on purpose to lose games and secure a higher draft pick. This will not be tolerated.

If you want to rebuild, that is completely fine. Trading away your Soldiers and collecting picks to build for the future is smart dynasty strategy and is 100% allowed. What is NOT allowed is sitting your studs, intentionally fielding a weak lineup, or clearly not trying to win your matchup.

Consequences for benching your best Soldiers to tank:

• First offense: Formal warning issued by the President and Vice President.
• Second offense: You forfeit your first-round pick that year. No exceptions.
• Third offense: You are removed from the league immediately with no refund.

This is a competitive league. Every week you field your best lineup, period. If you want to rebuild, do it through trades like a real GM.

TOBBAL uses a full PPR decimal scoring system. Every reception is worth one point and all yardage is scored to the decimal for maximum accuracy. Passing yards are scored at 1 point per 20 yards (0.05 points per yard). Passing touchdowns are worth 4 points. Rushing and receiving touchdowns are worth 6 points.

TOBBAL uses Tight End Premium scoring. Each reception by a tight end is worth 1.5 points instead of the standard 1 point. This increases the value of elite tight ends and rewards Governors who invest in the position.

TOBBAL rewards dominant rushing performances with yardage bonuses. A 100-yard rushing game earns a bonus and a 200-yard rushing game earns an additional larger bonus. These bonuses reward true workhorse running backs who carry their offense.

The Rookie Draft consists of 5 rounds in a standard draft format. Each Governor selects in the same order every round. Each Governor receives one pick per round unless picks have been traded.

The rookie draft order is determined by how each Colony finished the previous season. The worse you finished, the earlier you pick. Here is how it breaks down:

The 6 Colonies that did NOT make the playoffs pick first. They are ordered by regular season record, with the worst record picking 1st and the best record among non-playoff Colonies picking 6th.

The 6 Colonies that made the playoffs pick after. They are ordered by when they were eliminated. The first Colony eliminated picks 7th, the second Colony eliminated picks 8th, and so on. The league champion always picks last at 12th overall.

Two Colonies will be eliminated in both the first round and the semifinal round of the playoffs. When this happens, the Colony with the worse regular season record gets the earlier draft pick of the two.

If two non-playoff Colonies finished with the same regular season record, the tiebreaker is total points scored. The lower-scoring Colony picks first.

If two non-playoff Colonies are also tied in total points scored, the President and Vice President will determine the order by a coin flip.

In short, the better you did, the longer you wait to pick. The champion always picks last.

Rookie draft picks are fully tradeable. Governors may trade current-year and future-year picks as part of any trade. There is no limit on how many years in advance picks can be traded; however, both parties assume full responsibility for any picks traded.

Any rookie who is not selected during the five-round rookie draft becomes available through a Free Agent Acquisition Budget process known as FAAB. Each Governor is given a budget of $250 FAAB to bid on undrafted rookies. Governors submit blind bids and the highest bid wins the player. The FAAB budget is used exclusively for acquiring undrafted rookies and gives every Governor a fair and equal chance to land the talent that slipped through the rookie draft. This rewards Governors who do their homework and identify value where others did not.

Six Colonies qualify for the playoffs each season. The top six Colonies by regular season record earn a playoff berth. If two or more Colonies finish the regular season with the same record, the tiebreaker is total points scored. The Colony with more points scored receives the higher seed.

Playoff Colonies are seeded 1 through 6 based on regular season record. The 1st and 2nd seeds receive a first-round bye and advance directly to the semifinal round. Seeds 3 through 6 compete in the first round.

• Seed 1: First-round bye
• Seed 2: First-round bye
• Seed 3 vs. Seed 6: First-round matchup
• Seed 4 vs. Seed 5: First-round matchup

The playoffs consist of three rounds:

First Round: Seeds 3 through 6 compete. Seed 3 plays Seed 6 and Seed 4 plays Seed 5. Winners advance to the semifinal.

Semifinal: The bracket reseeds after the first round. Seed 1 plays the lowest remaining seed and Seed 2 plays the next lowest remaining seed. This rewards the top two teams for finishing with the best regular season records.

Championship: The two semifinal winners compete for the TOBBAL title and the TOBBAL Championship Ring.

Any trade between two or more Governors is permitted at any time during the open trade window. There are no restrictions on what can be included in a trade: Soldiers, current-year picks, and future-year picks can all be exchanged in any combination. Governors assume full responsibility for any trades they agree to. All trades are final once processed.

If any Governor believes a trade is grossly unfair or collusive, they may initiate a league-wide veto vote. All 12 Governors vote on the trade in question. If 8 or more Governors vote to veto, the trade is overturned and does not process. This process is reserved for extreme circumstances only and should not be used to block trades simply because another Governor disagrees with the perceived value.

The trade deadline in TOBBAL is Wednesday of NFL Week 12 at midnight PST. No trades may be proposed, accepted, or processed after the deadline has passed. The trade market remains closed until the new league year begins the day after the Super Bowl. This ensures competitive integrity during the final stretch of the regular season and throughout the playoffs.

Each Governor contributes $5 of their $90 annual buy-in toward the purchase of the TOBBAL championship ring. With 12 Colonies, this creates a $60 ring fund each season. The Treasurer manages these funds. If the cost of the championship ring exceeds the $60 ring fund, the difference will be deducted from that season's champion's prize pot. The winner is responsible for covering any cost above the $60 fund out of their winnings. The ring fund is the league's contribution. Anything beyond that is the price of glory.

The TOBBAL championship prize is a custom championship ring. Every champion receives a unique, custom-designed TOBBAL championship ring to keep permanently and forever. The ring is the ultimate symbol of TOBBAL supremacy and the goal every Governor fights for.

A Governor is eligible for Hall of Fame induction by achieving one of the following:

• 5 or more total TOBBAL Championship rings at any point in their career.
• 3 consecutive championships (a three-peat) at any point in their career.

Upon achieving either milestone the President and Vice President will immediately issue a formal induction announcement to the entire league. The induction is a public moment. The league will know. The history books will reflect it.

Upon induction to the Hall of Fame, the President and Vice President will issue an official Hall of Fame ceremony. In addition to that season's championship ring, a Hall of Fame inductee receives a custom Hall of Fame ring to commemorate their legendary status in TOBBAL. The championship ring and Hall of Fame ring represent the highest honor the league can bestow.

The official TOBBAL rivalry pairings are as follows:

• Blake vs Ian
• Whopper vs Matt
• JD vs Woody
• Big Dan vs Gavin
• Trevor Swikard vs Fares
• Chase vs Jacob

Rivalry Week is played twice each season. Once in Week 1 and once in the final week of the regular season. No excuses. No mercy. Two meetings. One season-long grudge.
